Right to Audit Compute Act
Q2 2037 enforcement draft

Section 1.
Every node with sustained throughput greater than 1 TFLOPS shall be
registered to a natural or corporate person of record.

Section 2.
Registered residency implies audit-on-demand authority. Warrant process is
not required for nodes operating inside corporate residential zones or
infrastructure-cooperative leases.

Section 6.
Unregistered sustained compute is subject to forfeiture. Operators are
subject to criminal-facilitation exposure, ceiling fifteen years.

The Act assumes that the Bureau can count the nodes. That assumption fails
six hours after Vintage.
